4- Country challenges and barriers 

Same-sex activities are criminalised in 10 countries in the region, and Sri Lanka is one of the countries where this is the case. In fact, Sri Lanka imposes prison terms of up to 14 years for homosexuality, which makes it very difficult for many men who have sex with men and people who are lesbian, gay, bisexual or trans (LGBT) to access prevention and treatment

services. The country also criminalizes sex work drug use/ consumption is a specific offence in law. Death penalty for drug offences is also retained in legislation in Sri Lanka but executions are not carried out (symbolic application). There are no legal protection for key populations in the country. Nor are there any law specifying HIV testing to be solely performed based on voluntary and informed consent.
